The New Hampshire Department of Education Learn Everywhere Program allows educational groups and organizations to issue certificates for course credit to New Hampshire high school students who complete educational sessions outside of formal settings. Not all students excel in traditional educational settings. This initiative helps to remove barriers to education by providing alternative settings for those students who have difficulty learning in traditional ways. In 2023, WinnAero applied to, and was accepted into the program for our ACE Academies summer sessions. As a result, certificates were issued to 10 NH students at the conclusion of ACE Academies 2023.


The NH Department of Education has a procedure for groups and organizations to be accepted into the program. On this site are links to four documents: The NH Technology Education Association’s Technology/Engineering Education Curriculum Guide, an application template for an activity such as ACE Academy and Civil Air Patrol Squadron activities and a template to be used by the flight instructors employed by an airport’s Fixed Based Operator.


NHTEA’s Technology/Engineering Education Curriculum Guide: The Department requires the applicant to specify which course, required for graduation from a NH high school, best fits with the course being offered by the organization. Flight instruction requires the student to be proficient in a variety of competencies related to Technology, Engineering, Earth and Physical Sciences, Biology, Mathematics, Geography, etc. Flight instruction does not meet all the competencies for any individual course.  Technology/Engineering Education is a better fit with a pilot certification course but is not required for graduation. It is an ideal course to fulfill elective credit as an “Open Elective” per Ed 306.27(v). The entire guide is linked on the website and the specific sections pertaining to the application are included in the template.


Organization Template: This template is for organizations such as ACE Academies and Civil Air Patrol Squadrons wishing to apply to NHDOE Learn Everywhere to be part of the program. This template is modelled after the application sent to DOE by WinnAero ACE Academies in 2023. You should read through the Goals and Performance Objectives in the template and delete those that you feel do not apply to your program. Do not delete verbiage that pertains to education laws and policies, such as 504 Plans, IEPs, criminal background checks and assessment. ACE Academies have a clear five-day session schedule. A CAP Squadron may need to make modifications to offer more than 1 credit depending on the aerospace education program offered and the number of hours spent on that activity. An example might be the six AE modules, flight training, CyberPatriot, StellarExplorers, etc. As you read through the template. When prompted, fill in the information specific to your organization. Multiple activities can be listed on the same application but may not meet the same goals and performance objectives. (WinnAero ACE Academies listed 4 different sessions with their own goals, objectives, rubrics, etc.)


FBO Template: This template is for Fixed Based Operators and their flight instructors wishing to apply to NH DOE Learn Everywhere to be part of the program. This template is modelled after the application sent to NH DOE by Laconia Flight Academy in 2024. You should read through the Goals and Performance Objectives and delete those that you feel do not apply to your program. Do not delete verbiage that pertains to education laws and policies, such as 504 Plans, IEPs, criminal background checks and assessment. As you read through the template, when prompted, fill in the information specific to your organization.
